Help needed with dim low beams

Here's a few symptoms I've noticed.
When the lights are changed from hi to low the head lights fade out to a half dim yellowish glow.
At the same time, the high beam indicator in the dash changes from a bright light into a dim light. It never goes out unless the headlamps are turned off completely.
I suspected a poor ground but the same ground is used for bright and dim and the brights are fine.
If I'm wrong about my assumption please correct me.

Has anyone seen and cured this concern?
